Reads the room, not the rota
Regulation 11 (staff:child ratios) has the highest non-compliance rate of any Tusla regulation: 46.2% of inspected services. Most of that gap is the distance between the planned rota and who's actually present. Bloomffy's ratio engine reads real tap-in/tap-out presence, recalculates on every change, and logs every breach with its resolution. Never silently cleared.
